MINISTERS TO SIGN A PERFORMANCE BOND WITH THE PRESIDENT

Recently , Hadiza Bala-Usman, Special Adviser to President Bola Tinubu on policy coordination and former Managing Director of the Nigeria Ports Authority (NPA), has announced a significant policy shift within the current administration. According to Bala-Usman, all ministers are now expected to sign a performance bond with the president. This initiative is designed to enhance accountability and efficiency within the government.

The performance bond will be a contractual agreement outlining specific Key Performance Indicators (KPIs) that ministers are expected to meet. These indicators will be subject to quarterly reviews to track progress and ensure that the set targets are being achieved. Additionally, the bond will incorporate a consequence management framework, addressing situations where appointees fall short of the agreed-upon standards.

Bala-Usman emphasised that her office is dedicated to fostering coordination across various ministries, departments, and agencies. The objective is to ensure that policy deployments are effectively aligned with the respective deliverables expected of government entities. This holistic approach is set to be implemented in a thorough assessment of ministers scheduled to commence in January 2024.

The assessment process will not only be limited to individual ministries but will encompass the entire governance structure. This includes both ministers and permanent secretaries, all of whom will be required to endorse the performance bond with the president. This bond will serve as a crucial tool in monitoring and evaluating the performance of each minister throughout the one-year 2024 budget cycle.

President Tinubu has underscored the paramount importance of performance and has unequivocally directed that this be a central focus. He is committed to fulfilling the promises made to the Nigerian people, and he intends to hold his appointees accountable to these commitments. Bala-Usman expressed confidence that this proactive approach will lead to a marked improvement in governance under President Tinubu’s leadership.

Furthermore, Bala-Usman highlighted that security is a top priority for President Tinubu. Resources have been diligently allocated to bolster security measures, as evidenced by the supplementary budget and the targeted deployment of resources in areas where the president has made specific directives. This strategic allocation of resources has already yielded notable achievements within the country’s security architecture.
